SIKAND was organized in 1959 to provide engineering, planning and surveying services to the developers of residential and commercial projects, as well as to municipalities and other government entities engaged in public works projects.

SIKAND maintains a staff including Engineers, Surveyors, CAD Designers and support personnel. The advantage of selecting a mid-sized engineering firm is that we can tailor our team to the requirements of the project. In this way, the entire resources and expertise of the office are available to the team and Client. SIKAND stresses principal involvement throughout the process. This ensures the required monitoring and continuity of communication with the Client.

Mark R. Sikand, P.E.President/Chief Operating Officer

Mr. Sikand has been with SIKAND since March of 1984. As Chief Operating Officer, Mr. Sikand’s responsibilities include managing the day to day operations of the firm.

His other responsibilities include the scheduling of work through the office, supervision of the design team and coordination with the client, agencies and outside consultants to ensure satisfactory completion of work on time and within the project’s budget.

Prior to joining SIKAND, Mr. Sikand was with the Los Angeles County Flood Control District. His responsibilities included implementation of flood control floodway programs and project management for flood control projects.

Henry S. WalshSenior Vice President/Program Manager

Mr. Walsh joined SIKAND in August of 1999 and brought with him extensive project leadership and business development experience. Mr. Walsh is a Senior Vice-President and Senior Project Director with both an engineering design and construction surveying background. Mr. Walsh has in depth experience in furnishing and negotiating construction design alternatives. He has proven experience in contract administration, project and construction management, design engineering, entitlements, environmental permitting and personnel management.

Mr. Walsh served as co-founder and owner of Civic Engineering Corporation in Van Nuys and Palmdale, CA from 1981-1999. Mr. Walsh’s responsibilities and expertise included real estate development consultation, design team budgets and schedules, construction and contract administration, development analysis, property acquisition studies, land planning, municipal processing, governing agency representation and civil engineering including site design and infrastructure improvements.

As a Principal co-founder at W & W Builders, Inc. from 1985-1999, Mr. Walsh purchased, managed and built developments in the communities of Acton, Agua Dulce, San Bernardino, Calabasas and Van Nuys. He furnished land planning, environmental permitting and Department of Real Estate processing and acted as the Development Manager to all development/construction partnerships.

Craig Young, P.E.Vice President/Director of Engineering

As Vice President and Director of Engineering at SIKAND, Mr. Young serves as project director, engineering design supervisor, construction manager and coordinator of improvement plans. Project review, client and public agency liaison and the resolution of technical and legal issues related to development projects are included in Mr. Young’s responsibilities.

Mr. Young came to SIKAND with a great amount of valuable experience. From 1985 through 1999, he worked at the Chadmar Group/Headland Properties. At Chadmar, he was the vice president responsible for liaison with all planning and design consultants (civil engineering, soils and geology, architecture, planning), coordination with City agencies and public utilities, submission and approval processing of tract maps, zoning, grading plans, improvement plans and permits, estimating and scheduling of development and for administration of grading and improvement contracts.

Mari PrutzVice President/Project Management

Ms. Prutz has been with SIKAND since 1989. She is the Vice President of Project Management and manages the Processing Department. The department is responsible for submittal of plans, permits, maps and documents to the various agencies and coordination to obtain the necessary sign-offs and clearances required for approval.

Ms. Prutz handles the processing and recordation of major subdivisions while simultaneously overseeing the processing of required improvement plans, permits and easements. She has played a major role in the planning and execution of master planned communities such as Fair Oaks Ranch and Skyline. She has developed strong relationships with City of Santa Clarita, County of Los Angeles, Southern California Edison, Dept. of Water & Power, Sempra Energy/The Gas Company and numerous other agencies.

The Processing Department is also responsible for coordinating the release of subdivision improvement bonds. Over $200 million dollars in improvement bond exonerations have been obtained by SIKAND on behalf of clients including Newhall Land, Pardee Homes and KB Home.

Raman GaurVice President/Project Management

Mr. Gaur has been with SIKAND since November of 1995. As a Vice President of Project Management, his primary responsibilities include contract compliance, project billings, coordination of sub-consultants, processing plans through agency approvals, scheduling and staffing for projects and presentations at pubic meetings. He also is responsible for overseeing all aspects of the various projects under his purview which include: the preparation and processing of all civil engineering plans, studies and services, street improvements, grading, sewer, drainage, storm drain, hydrology, retaining wall and the various utility plans.

Mr. Gaur has had direct responsibility for numerous projects with the County of Los Angeles and the cities of Santa Clarita and Palmdale.

From June 1991 to October 1995, Mr. Gaur was a Civil Engineering Student Worker at the Los Angeles County Department of Public Works Traffic and Lighting Division in Alhambra, California. He was offered a permanent associate position but decided to explore the private sector and joined SIKAND.
